Lee Bolton Monier-Williams are pleased to offer cathedrals in England its “Cathedrals Measure 2021 Ready” legal services package. The package is designed to provide cathedrals with the advice and materials that they need to put in place new constitution and statutes which conform with the Cathedrals Measure 2021. The fee for this package is a flat rate of £250 per hour plus VAT, with a cap at 30 hours, meaning that the work would cost no more than £7,500 plus VAT.

Our package includes:

• A questionnaire seeking information on the particular circumstances and requirements of the chapter.
• Meeting with the cathedral chapter and senior management team to discuss the items that we raise and to take initial instructions.
• Prepare draft constitution and statutes that comply with the Cathedrals Measure 2021, that are fit for registration with the Charity Commission and which take into consideration local circumstances.
• Provide advice about consultation, both informal and formally under the Measure.
• Help chapters to consider/incorporate consultation replies.
• Settle the constitution and statutes, liaise with the Commissioners, obtain signatures and file the completed documents. 
• Generally, to get the chapter into a fit and proper state from a constitutional perspective to allow for registration with the Charity Commission.
• A 2-hour webinar with Jane Grenfell, our Charities Manager, and the chapter and senior management on good governance and the responsibilities of trustees free of charge as part of the package. 

Future or additional work

We envisage that the following future or additional work may be required:

• Register the chapter as a charity with the Charity Commission including assisting the chapter on any missing policies that are required.
• Advising on the trusts which pertain to certain assets of the cathedral.
• Advising on TUPE, pensions, endowment funds, cathedral housing.                                     

We offer a registration package at a flat rate of £250 per hour plus VAT up to a maximum of £2,000 plus VAT.
